CULTURAL RESOURCES SPECIALIST  (FL)

The Trust for Tomorrow has one opening for an Archaeologist (Cultural Resources Specialist), with emphasis on supporting conservation, protection, and enhancement of cultural resources in all NRCS programs and activities. This position will support USDA Natural Resources Conservation Service (NRCS) as staff specialist with primary responsibility for cultural resources associated with soil, water, plant, and related conservation concerns in Florida. Work environment is variable. In the office, the work is primarily performed in a normal setting. In the field the environment is varying including extreme cold, hot sun and rain; special protective measures may be required. The anticipated start date for the position is May 1, 2024.

Duties will include:

Support and collaborate the NRCS State Cultural Resource Specialist:

  • Determine and prioritize allocation of time and resources to best achieve annual goals of the cultural resource program for the assigned area of responsibility.
  • Defines areas of major cultural resource/environmental concerns, and designs and implements methodologies to address such concerns.
  • Provides guidance and training on cultural resource issues to field office personnel in the assigned area of responsibility. Assists with the development of state cultural resource policy and procedures as requested.
  • Contributes directly to national cultural resource policy and procedure documents as requested by the State Cultural Resources Specialist.
  • Collaborates as liaison to other federal, state, tribal, and local agencies involved with cultural resource issues.
  • Provides recommendations for treatment of cultural resources to field personnel in the assigned area of responsibility.
  • Responsible for technical quality of cultural resource reviews for all field office personnel in the assigned area of responsibility.
  • Provides technical cultural resource sections of contracts, environmental documents, agreement documents and other instruments of agency intent in the assigned area of responsibility.
  • Provides technical and administrative support for activities in the assigned area of responsibility for all aspects of the cultural resource program. Performs duties such as environmental review and various reporting efforts as assigned.
  • Supports the state Specialist in planning and application activities on all cultural resources in the assigned area of responsibility.
  • Prepares and maintains all technical guides and information dealing with cultural resources in the assigned area of responsibility along with the NRCS State Cultural Resources Specialist.
  • All other duties assigned by State Resource Conservationist and State Cultural Resources Specialist.

Qualifications:

  • Bachelor’s degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
  • Ability to assist in the evaluation of archaeological, historical, and traditional cultural properties to provide guidance and assistance to field personnel in their area.
  • Knowledge of NRCS conservation practices and programs in order to effectively integrate cultural resources issues into a total resource management system.
  • Knowledge of federal and state statutes and national policies regarding cultural resource management, conservation, protection, and enhancement, including Section 106 regulations.
  • Knowledge of the theory and methods of archaeological survey, excavation, documentation, mapping, data collection, research design, analysis, and field identification and preservation of cultural resources.
  • Knowledge of archaeology in the assigned area of responsibility, including ethnography and ethnohistory of Native American groups.
  • Ability to communicate effectively with others to provide training, information, and coordinate cultural resource activity.
  • Knowledge of computer systems is required to effectively perform assigned duties.
  • Individual’s primary work location will be at the NRCS State Office in Gainesville. Telework may be approved for up to 2 days per week.

Salary will be based on experience and qualifications with a projected starting base salary of $70,000.00, as well as a health insurance stipend of $500 per month to be paid through salary. The Trust for Tomorrow provides employees with 10 days paid sick leave, 10 days paid annual leave, and 11 Federal holidays. Employee will be eligible for annual performance bonus consideration after 1 year of employment and SEP IRA participation after 3 years of employment with the organization.

FARM BILL SPECIALIST (FL)

The Trust for Tomorrow has four Farm Bill Specialist positions with emphasis on supporting Farm Bill conservation programs. This position will assist the USDA Natural Resources Conservation Service (NRCS) with processing and maintenance of applications and contracts related to Farm Bill programs in Florida. The anticipated start date for the position is May 1, 2024.

Duties will include:

  • Tracks conservation program applications and contracts; reviews and assembles documentation required for contracts and payments. Examines files to confirm that information on each document is complete and corrects obvious errors as needed. Enters contract data into agency-specific software programs.
  • Processes applications and tracks eligibility. Analyzes problems with applications and takes remedial actions. Recommends changes in procedure when necessary to prevent recurrence of similar problems that may delay obtaining certifications of eligibility.
  • Drafts and finalizes administrative letters and documents related to applications, contract implementation, status reviews, contract modifications, and potential cancellations or terminations.
  • Brings files up-to-date and maintains contract documents in case files and agency-specific software.
  • Reviews payment requests and verifies payment documents to ensure complete information is provided and all data is added to the files or matched properly. Works with NRCS field office to advise them what documentation is missing to support payment requests.
  • Receives requests for statistical or informative material regarding applications or contracts, obtains information from files, personal knowledge, or advises supervisor of need for information.
  • Assists with the presentation of progress reports, expiring contracts, and reviews. Assists with all assigned functions related to financial and programmatic audits.
  • Works to assure that necessary information is available in a timely manner by answering questions involving established policy or routine matters.
  • May require travel time up to 20 percent.
  • All other duties assigned by the Assistant State Conservationist for Programs.

Qualifications:

  • At least two years’ experience filing and maintaining simple office records, compiling and tracking data, preparing reports, and typing correspondences. Ability to communicate effectively in writing and verbally.
  • Must be computer proficient with Microsoft programs and internet-based applications.
  • In order to perform the duties of this position, the incumbent must serve as an incidental motor vehicle operator. A valid state driver’s license is required.
  • Individual’s primary work location will be at the NRCS State Office in Gainesville, FL. Telework may be approved for up to 2 days per week.

Salary will be based on experience and qualifications with a projected starting base salary of $54,000.00, as well as a health insurance stipend of $500 per month to be paid through salary. The Trust for Tomorrow provides employees with 10 days paid sick leave, 10 days paid annual leave, and 11 Federal holidays. Employee will be eligible for annual performance bonus consideration after 1 year of employment and SEP IRA participation after 3 years of employment with the organization.

EASEMENTS REALTY SPECIALIST (FL)

 The Trust for Tomorrow has one opening for an Easements Realty Specialist, with emphasis on supporting enrollment and acquisition of conservation easements. This position will support USDA Natural Resources Conservation Service (NRCS) enrollment, acquisition, planning, implementation, and monitoring of conservation easement projects in Florida .  The anticipated start date for the position is April 1, 2024.

 Duties will include:

  • Serve as technical analyst and advisor to Assistant State Conservationist for Easements on real estate laws, concepts and principles relating to the acquisition, administration, and enforcement of easements.
  • Coordinates with other staff to develop specific cases procedures that comply with acquisition status, real estate principles, and guidelines to protect the Government’s interests.
  • Orders and reviews property titles documents, appraisals and Easement Deeds and attachments,
  • Reviews subordinations, affidavits, and other documents to determine their adequacy and completeness.
  • Assists with real property activities such as negotiating/reviewing easement deeds.
  • Evaluates easement offers, prepares acquisition documents, and administers easements in accordance with terms and conditions of the easement deeds and programs regulations.
  • Consult with USDA Office of General Council and contact title insurance companies to resolve deficiencies and resolve exceptions to clear title.
  • Provides specification guidance to surveyors and receives and reviews survey documents.
  • Provides training on applicable rules, regulations, policies and guidance to NRCS staff.
  • Maintains regular contact with closing agents, appraisers, surveyors, agency state personnel, landowners, attorneys, and others to provide information and guidance.
  • All other duties assigned by Assistant State Conservationist for Easements

Qualifications:

  • Bachelor’s degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
  • Two years’ experience with deeds, easements, rights-of-way, surveys, and legal descriptions
  • Ability to communicate effectively with internal/external stakeholders.
  • Experience with deeds, easements, rights-of-way, surveys, and legal descriptions preferred.
  • Must be computer proficient with Microsoft programs and internet based applications.
  • Individual’s primary work location will be at the NRCS State Office in Gainesville, FL. Telework may be approved for up to 2 days per week.
